How do you clean a dusty figurine?

Use a soft brush for dry dust. A clean makeup brush reaches into the folds of the clothing without snagging on the porcelain fingers. If it needs washing, use lukewarm water and mild soap. Never submerge pieces with restoration or leave them soaking. Dry them with a lint-free cloth.

My grandmother left me a large blue and white bowl that has scenes of a castle on it and I cannot figure out what the pattern is called.

The factory produced hundreds of transfer-printed patterns for tableware. Most blue and white scenic wares fall under generic series names. Turn the bowl over. The pattern name is often printed below the factory mark in a banner. If there is just a number, you need a pattern book to check it.

Do HN numbers indicate the date?

HN numbers track the model design, not the year it was made. A figure with an early number might have been produced for decades. To find the date, look for a number printed beside the main crown mark.

I have seen some stoneware jugs with rough grey surfaces and blue patterns but they feel so much heavier than the plates I usually see. Why is that?

You are looking at salt-glazed stoneware from the Lambeth factory. Stoneware is fired at a higher temperature than earthenware, making it dense. The clay body is thick to withstand the heat and daily use. The plates you usually see are likely bone china from the Burslem factory. Bone ash makes the clay strong even when potted thinly, resulting in a lighter piece. They represent two different branches of the firm's output.
