Jeckyll & Co has dated this piece to the 19th Century.
Taprell, Stephen & Holland (1803-1843) are recorded at St. James, Wesminster, London. In 1843 they became Holland & Sons. The attribrition is based on very similar but later tables bearing the Holland & Sons maker's stamp. Given the earlier date of this table it is likely to have been made by Taprell, Stephen & Holland.

Interestingly the renowed Scottish cabinet maker James Mein is recorded as using similar handles.
