Mark Seabrook Antiques has dated this piece to the 18th Century.
...it has had plenty of careful use as the stretchers and top rail are nicely worn and it has gained a wonderful mellow colour....I love this piece of social history and could see this happily placed in a cottage, still being used today, not for lace / ribbon, but maybe a very nice towel rail...picture rest....dog lead holder....the list is endless....in original condition and a real treasure..!
