This is a late 1800s sycamore flour sifter with the original paper label on the front.
 
The screw on lid has a number of holes on the lid.
 
A similar one, without the label, is illustrated on page 87 of Treen for the Table by J Levi.
 
It measures 12.5cm h x 7.5cm w.
