Carse Antiques has dated this piece to the 18th Century.
The rule has a chamfered outer edge with a full length brass slide to the inside. Both inner pins are present. The engraving on the rule is definitely early 19th century maybe even 18th century. This is the first Belfast boxwood rule I've ever seen. VERY RARE.
