The Silver Cabinet has dated this piece to the 1910s.
Made by the silversmiths C B Thomas & Co and clearly hallmarked at the bottom for Birmingham 1910. The registration mark RD359127 is also shown, just above one of the bottom scrolls.

It has an easel back and at some point two of the picture turns have been replaced. The back is a tight fit but the frame stands squarely.
The silver is in excellent condition. There is a faint tracing of a one-word inscription above the picture but it is too worn to make out.
