Do the dummy drawers serve any purpose?

They exist mostly for visual balance. Because these tables sat in the middle of a room, both sides were clearly visible to guests. Adding real drawers to the back would reduce the internal space available for the front ones. False fronts provided symmetry without compromising the depth of the actual storage compartments.

My living room is quite narrow, so I was wondering if it is safe to leave the flaps down permanently without damaging the hinges?

Leaving the flaps down is standard practice and rarely causes harm. The hinges are designed to rest in this position for extended periods. Damage usually occurs when weight is placed on the leaves while they are raised but unsupported. If you keep them dropped, the joints actually experience very little stress.

What is the central stretcher for?

It stops the end supports from splaying outwards. Makers positioned it high up near the frieze. This placement provides structural integrity while keeping the floor area clear.

I have seen some with leather inserts on the top surface, but were they originally made like that or is it a later addition?

Some early nineteenth-century workshops did supply them with tooled leather or baize inserts. It offered a softer surface for writing with a dip pen. However, many plain timber tops received leather additions much later. If the veneer was badly stained, a later owner might have routed out the centre and laid leather over the damage to tidy up the appearance.
