How do you clean frosted glass safely?

Use lukewarm water and a soft brush. Harsh detergents will quickly strip away any hand-applied patinas on frosted pieces. Avoid submerging glass that has painted enamel details. Warm water can lift the pigment right off the surface. Dry it quickly with a soft cloth to avoid water spots.

My grandmother left me a pink glass dressing table set but the lids on the powder pots feel quite rough around the inside rim. Is that normal?

That roughness is standard for pressed vanity sets. The inner rims were rarely polished at the factory because they were hidden when the lid was seated on the base. Why does some glass look blue on the edges?

You are looking at opalescent glass. It reacts to different light sources. Light passing through thinner sections looks blue. Thicker areas where light bounces back appear milky white.
