We Suspect it should in fact read Thomas Vurley.
The only Thomas Barley in Brian Loomes Watch and Clockmakers of the World is listed as London. However, there is a Thomas Vurley (I) of Wisbech born circa 1766 and in 1784 became apprenticed to Joseph Kidd of Swaffam Norfolk. Thomas worked at Wisbech from 1791 till his Death in 1846. His son, also Thomas, also became a clockmaker.
