Steve Sly Japanese Works of Art has dated this piece to the 1890s.
The condition is untouched for years , it requires cleaning and polishing , the dial has two hairlines one from right to left top right and the other above twelve (see photo 2) interestingly they look like part of the pattern of the flowers , the clock works perfectly ticking away and nicely striking .
