Clockwise has dated this piece to the 1920s.
Interestingly the movement (stamped 10446) is accessed by a latch system rather than traditional side pegs allowing the whole front of the clock to swing forwards, identifying this clock as possibly an ex authorities or County Council piece. The original spade hands compliment the dial and this clock is keenly priced.
