Worboys Antiques has dated this piece to the 1920s.
It has a break arched dome top, slender turned side pillars with brass capitals, brass bun feet and a brass bezel with a tick bevel edge glass. The silvered dial has a Roman numeral chapter ring and a rise and fall regulation dial within the arch. It has an 8 day pendulum movement that strikes the hours and halves on a gong. The presentation plaque refers to "The old gang" and could well be a reference to the suffragette movement.
