Worboys Antiques has dated this piece to the 1920s.
The polished steel dial has Roman numeral. The 8 day movement has Westminster chimes (Big Ben)that sound the quarters on four chime rods and the hours on four separate rods. This clock has a feature to silence the chimes, the strike or both. (Germany, c. 1920).
