Puckerings has dated this piece to the 1880s.
Underneath each inkwell the brass is stamped by the maker, which I recognise but cannot recall the name of the maker.
The underside is stamped with three initials, C.J.P and the corners combined are stamped with an English design registration number 81008 which allows us to date the piece reasonably accurately as this piece would have been registered in the year 1887, a true Victorian desk accessory.
Excellent condition, the stand measuring 10 1/2" handle to handle x 4 1/2" wide and the inkwells having a base measurement of 1 5/8" x 1 5/8" and standing 2 1/2" tall.
