Jeff Sims Antiques has dated this piece to the 1890s.
Penny licks were widely used for ice cream and were the property of street vendors. One paid the penny, the vendor placed a small amount of ice cream in the glass and handed it over. It was then returned for further use with other customers (often without washing in between !). Much more rare are these two-penny examples for the more generous serving. Good collector's glasses.
