Brian MacDonald Antique Rugs & Carpets has dated this Antique Persian Salt Bag to the 1880s.
The remains of what was once a long, braided handle for carrying the bag remains in the form of tassels emanating from the neck.

As the name implies, salt-bags were used for containing rock-salt, but they were also used for containing nuts and other small items.
This namakdan certainly ranks as one of the very best I've had the pleasure to handle, and I've handled many over forty plus years!
