It means new flex and a new holder have been fitted for modern use. The word appears in 298 titles, more than any other qualifier in the category. Rewiring and certification are different things in the archive. Only a handful of titles mention PAT testing, so the word describes the work done and no more than that.

Which period do most examples come from?
