This is a Victorian novelty sterling silver bell in the form of a gentleman in ceremonial robes decorated with birds and with tall hat holding aloft a wand or staff, his nodding head on a wobbling pivot.

It's hallmarked for London 1891 with the silversmiths mark J.C.

It measures 5 1/4" (13 cms) high and weighs 250 grams.
