Kent County Council Archives investigated the sitter in 2023 and proposed Frederick Leslie Wallis as the likely identification.

No original municipal commission or payment record has yet been located, so the sitter is retained as traditionally identified.

The Sitter

Frederick Leslie Wallis was born in Maidstone in 1896. He served in France during the First World War before returning to G. E. Wallis and Sons Ltd, later becoming a director and a prominent figure in the British building industry.

He received the OBE in 1947 and served as Mayor of Maidstone during 1956 to 1957.

The Civic Regalia and Decorations

The portrait shows scarlet civic robes, the gold Maidstone mayoral chain and armorial badge, and a ceremonial cocked hat with gold ornament.

The decorations include the OBE, a First World War Star, British War Medal, Victory Medal, Defence Medal and Special Constabulary Long Service Medal.

A seventh Elizabeth II era service medal is also present and remains under research.

Bernard Hailstone was a British portrait and war artist. His wartime career included official commissions and his later portrait practice included prominent public figures.
