Cloverleaf Home Interiors has dated this piece to the 1900s.
The drawer linings and bases are solid Oak. The chest has a brass patent number plate inside the drawer with the dtae 1904 and an RD number stamped on the drawer. This is what the British library had to say about the patent.

As you can see the chest was made by Harris and Solomon Lebus this would account for the locks being stamped H L and L. So as you can see this is of classic Arts and crafts design with the overhanging top, fantastic styalised handles and beautifully shaped bracket feet.
