Serpentine Antiques has dated this piece to the 19th Century.
Once an important Roman town, and then the seat of Anglo-Saxon bishops, and an important stagecoach stop, it is a lovely town of timbered and thatched houses and ancient inns. I believe the photo shows The George Hotel, built in 1495, still running, and one of the oldest coaching inns in the country.
