Mansion House Antiques & Fine Art has dated this piece to the 1930s.
The painting depicts a typical Amsterdam scene, with the tall, Dutch gabled buildings to either side of the canal with a swing bridge over it and barges tied up alongside the edge of the canal.
In the centre foreground, are a pair of heavy horses pulling a carriage, with the driver holding a whip, a rug over his knees. As the trees are leafless, the scene must have been painted in winter and, as there are puddles on the roadway, it must have been raining.

Henk Welters is from Rotterdam (born 1885 -died 1947)
He painted harbour views mostly in Rotterdam.
The location of the work can still be found in Rotterdam-Delfshaven and is called Voorhaven,with the Pilgrim Fathers Church on the right hand side.
A photograph is included to show how the street vieww appears today.
The painting is newly framed in a 3 1/2" ornate, swept gilt frame and will be supplied wired and ready to hang.

Excellent condition. There are no repairs to the canvas which is clean and taut. There is no craquelure, paint loss or stretcher marks.
