Prometheus Antiques has dated this piece to the 1910s.
The work is mounted in a cream slip which is titled and has the artists name also, this is a new replacement for the original which must have been lost for some time, the gilt moulded frame is however the original.

The artists Miss Mary. S. Hagarty is a well recorded artist and also the sister of a similar artist of note; Parker Hagarty. Mary was a confimed watercolourist and most of here work is landscape, she exhibited from 1882-1938 including often at the Royal Academy where views included the Wye and Severn Valleys and the Easte Anglian Coast. Her exhibitor addresses have her living in Liverpool in 1882 but by 1896 she was in London. She was elected an associate of the Society of Woman Artist in 1915 and made a full member in 1916. There is no real record of Mary's life I am afraid, but there is a full list of her exhibited works below:

8 Royal Society of Art Birmingham
3 Dudley Gallery London
189 Walker Art Gallery Liverpool
26 The Royal Academy
5 The Royal Society of British Artists
58 Royal Institute of Painters in Watercolour
93 The Society of Woman Artists

The work is a fine example of her craft and a charming bright picture in excellent condition and with original frame. C.1910
