Dating from 1793, this was the first year of the French Republic.
The pair are decorated on all 4 sides by a fair Maiden wearing a headpiece of grapes and vine leaves, and to the base are decorated with pairs of swans,
Swans are present in many European fairy tales, symbolising chastity (partly because of their white plumage), artistry, and beauty.
On a related note, swans are associated with fidelity, loyalty in marriage, and monogamy, because they mate for life.
