Quiet Street Antiques of Bath has dated this piece to the 19th Century.
Although unsigned, there is an inscription on the rear of the frame... "Oliver" "River Scene".
It was possibly painted by either William Oliver (1804-1853). William travelled throughout England, France, Italy and Switzerland, but was especially fond of the Pyrenees, which might help explain the unusual clothing and headwear. His wife Emma Oliver (1819-1885) was also an accomplished artist and studied under her husband, so it could equally have been painted by her.
The condition is good with bright colours, although yellowing, a clean would inevitably brighten it further. There is little (if any) signs of paint-cracking. The frame is also sound.
