Quiet Street Antiques of Bath has dated this piece to the 19th Century.
One is depicted just off a large harbour wall with tallships in the background and a small lighthouse on the end of the jetty. The boat is being approached by a small rowing vessel with attendant skipper.

The other depicts, possibly the same boat, further out from harbour, although still at anchor. There is a larger lighthouse on the coastline behind and rowing boat with attendant crew.
H. Claessens - Little is known of this artist, but the name Claessens is typically Belgian. The coastline and harbour could be that of Esilor, a favoured Belgian location for marine artists.
Dimensions: Both 16 x 24 inches (40.5 x 61cm).
Signed (botttom right corner) and dated 1894
