The inside is signed BULOVA FIFTH AVE NEW YORK.

This watch is powered by a good-quality American-made BULOVA 21-jewel 7AP hand-wound mechanical movement. The 7AP was manufactured from 1936 to 1944 and features a Breguet hairspring, as used on other high-end watches such as Rolex and noted for aiding more consistent timekeeping throughout the duration of the wind. This particular 21-jewel movement would have been one of Bulova’s top-of-the-range of the era and is stamped with the shield date-code symbol for 1939. This also matches the date of the watch case itself.
