In this picture, one of the women is wearing a ruff collar with a cross hanging from her neck. The ruff collar had mostly fallen out of fashion by the 19th century although it remained a part of the ceremonial dress for city councillors (Senator) in North German Hanseatic cities and of Lutheran clergy in those cities and in Denmark, Norway, the Faroe Islands, Iceland, and Greenland. Today ruffs remain part of the formal attire of bishops and ministers in the Church of Denmark (including Greenland) and the Church of the Faroe Islands and are generally worn for services.
French artist Victor Alexandre Humbert Garnier was active in the late 19th century. Little is known about him other than he was born in Nancy and was a painter of landscapes and domestic interior scenes. He was a pupil of Jules Adler.
