In A Nutshell Antiques and Interiors has dated this piece to the 1910s.

It is clearly hallmarked for James Deakin & Sons, Chester, 1913.
It is in good condition for its age. There are some small dinks around the silver base and some faint surface marks and minor signs of age and use but nothing detrimental. It has been gently cleaned and polished and displays beautifully.
