This young lady probably a bound foot concubine, is showing respect to some one wealthy and powerful.
Both the waterlily-form peony she is holding and her kneeling pose symbolise wealth and honour, which is further indicated by the fan she is holding, to show status and power.
In good sound condition, the head broken at the neck and glued.
