This painting is a very good and close copy of a detail from Ruben's 'The Disembarkation of Marie de Medici at Marseille' from the Marie de Medici cycle now in the Louvre (see last picture in the photo section; a sketch can be found in the Alte Pinakothek in Munich). It maintains the large proportions of the original and may have originated from Ruben's close circle or workshop.
The cycle of 24 monumental canvases celebrating important moments of Marie de Medici's life was commissioned by Marie in 1621.
The actual disembarkation being a fairly mundane event, Rubens placed it rather inconspicuously in the background of his composition, leaving the center foreground to an ensemble of Poseidon, his daughters (the Nereids), and Triton who draw the onlooker's attention to themselves through their bright flesh tones and dramatically twisted bodies holding the ship in place whilst withstanding the turbulent sea.
