Its About Time has dated this piece to the 1900s.

The Eureka Clock Company in London, England made these clocks between 1908 and 1914, and it is thought that around 10,000 were made . The comany closed 1914. The clock runs on a single 'flag cell' battery at 1.5v but we are in the process of converting it to take a more stable 1.5V output to achieve high accuracy of time keeping.
The clock is in remarkable condition and is a little piece of the clock making history which is often forgotten.
