Quiet Street Antiques of Bath has dated this piece to the 1920s.

Although unsigned, this has an English "feel" about it, possibly in the manner of Sir Arthur Gilbert, or Sir George Frampton, who was responsible for the statue of Peter Pan that stands in Kensington Gardens. Christine Gregory has also been suggested as the artist.
