Art Deco World has dated this piece to the 1930s.
This powder/rouge/lipstick compact by Richard Hudnut, called "le Début," was featured in "The American Perfumer" in 1931, and it is shown on p. 136 of Lynell Schwartz's book, "Vintage Compacts & Beauty Accessories."

The puffs are backed in a leather-like material, with a Hudnut logo tooled in gold. The tulip flower design is distinctly Art Deco, and it is enamelled in black and cream, with silver accents. The octagonal-shaped compact measures app. 2.12 x 2.5, (with the push-in clasp and bail.) marked on the inside "le Début RICHARD HUDNUT MADE IN U.S.A. PAT. 1600314." Condition is almost mint, it's obviously been hidden away for the last 85 plus years.
