The Fancy Fox has dated this piece to the Victorian era.
This front plate is on a sprung hinge to snap back against the back plate and hold the card in place. Set on heavily weighted, plain curved bases. Made by Sampson Mordan & Co., hallmarked to the bases, front and back plates, London 1899. A lovely gift for any RWs out there but also very pretty pieces in their own right.

The measure 8.5cm (3 3/8") wide, 3.5cm (1 3/8") front to back and 4.7cm (1 7/8") high. They weigh 445g (bases weighted). Condition is very good. One has been neatly repaired right at the base of the back-plate. Light surface wear, clear hallmarks and the hinged front-plates spring back well.
