Puckerings has dated this piece to the 1880s.
This one has a folding handle in an unusual shape and stands up if desired. The drum shaped holder is pierced all the way around to give a glimpse of the contents.

The rim of the outer case has a very decorative scalloped rim finished with a ribbon and reed edging.
This example dates to around 1880, and is marked on the underside H H & S for Henry Hobson and Sons - which was established in Sheffield by Henry Hobson in 1845. A London branch was also opened in 1852 and later renamed as George Hobson & Sons.

The underside is also marked EPNS for Electro-Plated Nickel Silver.
An wonderful piece in superb condition and measuring 5 1/2" tall excluding handle with a rim diameter of 6".
