In A Nutshell Antiques and Interiors has dated this piece to the 1900s.
The bottom is clearly hallmarked for H.M (Henry Matthews), Birmingham 1902. The glass bottle top has its original glass stopper and remains of its paper label and is shaped to fit snugly into the holder.

It is in excellent condition for its age. There is little to no wear on the silver holder and no major dents, scratches or damages. or scratches are some small dinks in the silver top and the raised scene is slightly worn. There is a very small chip on the rim of the glass bottle but otherwise it is also in good condition. It displays very well and is certainly usable too.

Approximate Measurements:
Height of holder : 2 5/8" (6.5cm)
Width of holder : 1 1/2" (3.75cm)
Height of bottle including stopper : 3 1/2" (9cm)
