Puckerings has dated this piece to the 1910s.
German U-boats would target ships bring supplies to England, including sugar which lead to sugar rationing and restaurants and cafes without sugar, one would have to take along one's personal supply, this box would have been made for this.
The lid fits well and the domed top is engraved "Sugar". Once opened the interior reveals a lavishly gilded interior.

The box is fully hallmarked for Birmingham 1917 together with the makers initials for the well renowned silversmith, Levi and Salaman. Excellent undamaged condition measuring 1 1/2" in diameter x 3/4" tall.
