Art Deco World has dated this piece to the 1930s.
You can see inside see pics the internal bowl and mesh covering. The main body of the compact is chrome on a solid brass, with yellow enamel decoration to the lid. The condition of this compact is quite remarkable given it's age. Normally you would almost certainly see some chips or scratches to the enamel, but not on this gem, almost perfect. There is some mild and in our opinion insignificant tarnishing to one small area to the base. If you don't want to use it for powder it would also work very well as a trinket box.
