Puckerings has dated this piece to the 1880s.
There are four pins which hold the four pierced or reticulated egg cups and a central slotted plate to hold the four egg spoons.

The piece is marked PGS for Plated German Silver, which doesn't mean they are from Germany, it is simply another name for Nickel Silver, referring to it's heritage, developed first in Saxe-Meiningen, Germany, in 1824, hence its other name as German Silver.
Victorian in era, the set dates to around 1880 measuring 8" x 6 1/2" and standing 9" tall to the top of the handle.
