Puckerings has dated this piece to the 1890s.
The makers mark of the Fleur de Lys is I think for the maker William Deykin; the letters EPNS are also present for Electro-Plated Nickel Silver.

The sticks are as pretty as a picture, the stem having a Ram's head and ribbon & bow and Acanthus leaf swags, these decorations being used on the bases as well.
Excellent condition dating to the late Victorian era, around 1890.
