Puckerings has dated this piece to the 1880s.
The front portion incorporates a highly decorative cast foliate panel. In the centre sit the original set of weights, the larger two having the postage rates on (the others wouldn't have had any pricing); the 1 oz marked 1 D (one old English penny) the 2 oz marked 1 1/2 D (one and a half old English pennies). These rates allow us to date the piece between 1185 and 1897 when these rates were in use.

The scale is unmarked but the shape of the frame looks to have be made by S. Turners and Sons.
Excellent condition, measuring 7" x 5" claw to claw; the base measuring 5 1/2" x 3 1/2" .. standing 3 1/2" tall to top of pans.
