Puckerings has dated this piece to the 1800s.
The bottle, hand blown in lead crystal has a ground pontil to the underside and is set with an English sterling silver collar for Birmingham 1839, a typically Regency style but very early Victorian in era with the highly sought-after Queen Victoria's head mark. The makers mark is also present for the silversmith, Spooner Painter & Co. The cork top is unmarked but tests as sterling.
The base has a Fruitwood base and the body of the holder beautifully pierced or reticulated.

Excellent condition, the stand measures 4 1/4" in diameter x 3 3/4" tall. When together, the two pieces stand 13 1/2" tall.
