P A Oxley Antique Clocks & Barometers has dated this piece to the 1800s.
The 8 day duration movement striking the hours on a bell. The 12" arched painted dial with Roman numerals, Arabic minutes, seconds and date. The corners painted with a fan design and the arch with exotic birds. Also with matching diamond design blued steel hands.
The hood with brass capped reeded pillars and a broken arch top.

Note: There is a John Elliott & Son listed as working between 1802-51. The Kentish Gazette in January 1803 records him as a Watchmaker, Silversmith, Stationer & Bookseller.
