Puckerings has dated this piece to the 1890s.
My silversmith thinks that they were perhaps made by an apprentice that had to prove the quality of his work prior to making such intricate items in sterling.

The box too, is most unusual, standing with two doors opening at the front, secured by a brass catch. The interior lined in silk and velvet.
The handled salts are made in two separate pieces, a cast base with floral garlands and a gilded bowl which is screwed into the frame; absolutely stunning.

There are also four original spoons, each marked on the reverse for the very famous Atkin Brothers.
All in superb condition each measuring 4 3/4" from handle to handle x 2 1/4" x 2 5/8" tall to top of each handle.
The creme de la creme!
