Ritas Bazaar has dated this piece to the 19th Century.
The panels are mounted in metal fittings forming a functional buckle, intended for use with a belt.

Such pieces reflect the adaptation of Japanese decorative arts to Western fashion during the late 19th century, and were also produced for export markets where Satsuma ware was highly valued.
The buckle is presented in a fitted retailer’s case marked “Jones, 52 Beauchamp Place, London,” a Chelsea address associated with established jewellery retailers and the luxury trade.
